简要规格描述或项目基本概况介绍、用途：为建设合庆镇智慧城运应用场景，将数字乡村建设纳入城市管理精细化工作中，推动浦东新区乡村振兴和城乡一体化发展，引领浦东新区迈向全面、高效、便捷的数智乡镇，合庆镇拟实施智慧城运应用场景建设（一期）项目，本项目主要是平台硬件货物采购，再根据不同业务场景灵活组合，实现合庆镇的数字化、智能化转型，为合庆镇打造一个高效、便捷的数智化服务平台。本项目质保期不少于*年。（具体内容及要求详见招标文件第三章—采购需求书）
Brief specification description or basic overview of the project:In order to build the smart urban transportation application scenario of Heqing Town, incorporate the construction of digital villages into the refinement of urban management, promote the rural revitalization and urban-rural integration development of Pudong New Area, and lead Pudong New Area to a comprehensive, efficient and convenient digital intelligent township, Heqing Town plans to implement the smart urban transportation application scenario construction (phase I) project, which is mainly for the procurement of platform hardware goods, and then flexibly combined according to different business scenarios to realize the digital and intelligent transformation of Heqing Town, and create an efficient and convenient digital and intelligent service platform for Heqing Town. The warranty period of this project shall not be less than * year. (For details of the specific content and requirements, please refer to Chapter III of the bidding documents - Procurement Requirements)
合同履约期限：自合同签订之日起**个日历日内完成供货并安装调试到位。

二、申请人的资格要求*. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（*）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受**%的价格折扣。（*）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（*）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔****〕**号和财政部财库〔****〕**号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。（*）购买国货政策：本项目（□接受 ■不接受）进口产品。
