简要规格描述或项目基本概况介绍、用途：为全面贯彻习近平新时代中国特色社会主义思想，深入学习贯彻落实党的二十大和二十届二中、三中全会精神，认真落实十二届市委六次全会精神，积极践行人民城市理念，助力青年发展型城市建设，千方百计为青年办实事、解难事，切实改善一批困境未成年人的居住环境，对浦东新区**户困境未成年人家庭居室进行微改造。
在维持困境未成年人居住现状建设格局基本不变的前提下，通过对居室进行局部拆建、建筑物功能置换、保留修缮，对建筑物的内表面以及空间进行修饰处理，提升使用功能以及改善居住条件，并配备学习生活用品。具体包括但不限于以下事项：*）对未成年人居室进行改造前居室条件检查；*）方案设计及优化、深化设计及概算、施工图设计及施工过程的现场配合等后续设计服务，并提供施工现场配套服务；*）建立微改造项目建材库；*）按照工程设计图纸和施工技术标准施工，保洁达到进驻使用水平；*）保障现场施工作业安全，落实安全生产规章制度和操作规程；*）配合质量安全巡查机构、空气检测机构开展相关工作，落实质量安全隐患整改工作；*）落实交付后的质量保修责任（*年）；*）配合项目审价、审计等工作。（具体工程内容详见第五章发包人要求）Brief specification description or basic overview of the project: We will effectively improve the living environment of a group of minors in distress, and micro-transform the living rooms of ** families of minors in distress in Pudong New Area. Under the premise of maintaining the basic unchanged construction pattern of the living situation of minors in difficulties, the internal surface and space of the building are modified by partial demolition and construction of the living room, functional replacement of the building, preservation and repair, so as to enhance the use function and improve the living conditions, and equipped with learning and living supplies. 二、申请人的资格要求*. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（*）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业享受*%的价格扣除优惠。（*）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（*）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔****〕**号和财政部财库〔****〕**号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。投标人须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（*）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies:(*) Support for small and medium-sized enterprises: This project is not specifically for small and medium-sized enterprises procurement, small and micro enterprises enjoy *% price deduction concessions at the time of evaluation. (c)本项目的特定资格要求：*、须系我国境内依法设立的法人组织；
*、设计资质要求：具备建筑行业建筑工程专业丙级及其以上设计资质；
*、施工资质要求：具备建筑工程施工总承包三级及其以上资质或建筑装修装饰工程专业承包二级及以上资质；
*、设计项目负责人：具有二级及其以上注册建筑师资格；
*、施工项目负责人：具有建筑工程专业二级及其以上注册建造师资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
*、项目总负责人：要求为施工项目负责人。
*、本项目不允许转包；
*、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
*、本次招标接受联合体投标。当采用联合体投标时，必须以施工单位为联合体牵头人，由牵头人进行网上招投标流程操作。(c)Specific qualification requirements for this program:(*) It must be a legal person organization established in accordance with the law within China; *, design qualification requirements: with the construction industry construction engineering professional Grade C and above design qualification; *, construction qualification requirements: with the construction of general contracting grade * and above qualification or building decoration engineering professional contracting grade * and above qualification; *, design project leader: with Grade II or above registered architect qualifications; *, construction project leader: with the construction engineering professional grade II or above registered construction engineer qualification, with effective production safety assessment certificate, and did not serve as the project leader of other construction projects under construction; See the tender documents for details.
