简要规格描述或项目基本概况介绍、用途：本项目是按照上海市浦东新区南汇新城镇人民政府统一部署和要求，严格遵守各项规章制度，加强服务队伍教育管理，不断完善各项服务工作措施。本项目主要内容为：在大型活动举办期间，根据采购人下达的工作任务，开展临时辅警相关工作，配合进行包含但不限于巡查、发现、记录、上报并协助处置工作中的各类突出问题，协助处置各类安全问题，保障活动顺利进行，辅助开展秩序维护、治安维稳、配合性抓捕、看守押解、现场管控、交通管理等工作，实际服务内容以采购人及其相关部门下达工作任务为准
Brief specification description or basic overview of the project:This project is carried out according to the unified deployment and requirements of the Nanhui New Town People's Government of Pudong New, Shanghai, strictly abide by various rules and regulations, strengthen the education and management of the service team, and continuously improve various service measures. The main content of project is: during the period of large-scale activities, carry out temporary police auxiliary work according to the tasks assigned by the procuring entity, cooperate in patrolling discovering, recording, reporting, and assisting in dealing with various prominent problems in the work, assist in handling various safety issues, ensure the smooth progress of the activities and assist in maintaining order, public security, cooperative capture, custody and escort, on-site control, traffic management, etc. The actual service content is subject to tasks assigned by the procuring entity and its relevant departments.

二、申请人的资格要求*. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（*）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时小微企业产品均不执行价格折扣优惠。（*）扶持残疾人福利性单位，并将其视同小微型企业

(c)本项目的特定资格要求：*、须系我国境内依法设立的法人（本项目不接受分公司以自己名义参加采购活动）；
*、具备省市级公安部门核发的有效的《保安服务许可证》；
*、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔****〕**号）第**条规定的供应商，不得参加本项目的采购活动。
*、项目不允许转包。(c)Specific qualification requirements for this program:*. Must be a legal entity established in accordance with the law within the territory of our country (this project does not accept participation in the activities under the name of branches); *.
