简要规则描述：上钢新村街道“精品城区”建设专项包（****年第一批）代建招标，主要内容包括：本项目的全过程实施策划、组织、协调、管理，并进行有效的目标控制，包括投资控制、进度和计划管理、质量管理、现场安全文明施工管理、发包与采购管理、合同管理、信息（档案）管理、财务管理等；负责统一组织、协调和管理项目各参建单位的活动，协调、处理与项目有关各方的利益冲突和各项具体工作；代理建设单位办理的交办相关手续，履行现场必须和必要的签字确认手续（具体要求详见招标文件—第三章 采购需求书）

二、申请人的资格要求*. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（*）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔****〕**号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔****〕**号）；（*）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（*）扶持残疾人福利性单位，并将其视同小微型企业；（*）按照《中小企业划分标准规定》（工信部联企业[****]***号），本项目中小企业所属的行业为其他未列明行业。

(c)本项目的特定资格要求：*、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
*、符合《上海市政府购买服务管理办法》第六、七条规定；
*、本项目仅面向中、小、微型等各类供应商采购；
*、本项目不允许转包。
(c)Specific qualification requirements for this program:*. It must be a legal person or unincorporated organization legally established in China (the project does not accept branch companies to participate in procurement activities in their own name);
*. Comply with the provisions of Article * and * of the Administrative Measures for the Purchase of Services by the Shanghai Municipal Government;
*. This project is only for medium, small and micro suppliers;
*. Subcontracting is not allowed in this project.(i)符合《中华人民共和国政府采购法》第二十二条的规定；
