(*) The bidder shall possess a general contracting qualification of municipal public works at level three or above. The project leader shall be a staff member of the applicant's own unit, holding a practicing qualification certificate of a constructor of level two or above of the People's Republic of China issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, and the registered specialty must be municipal engineering.
