二、申请人的资格要求*. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（*）扶持中小企业政策：本项目是非专门面向中小微企业采购，评审时小型和微型企业产品享受**%的价格折扣。（*）扶持残疾人福利性单位，并将其视同小微型企业
(b)Qualification requirements to be met to implement government procurement policies:Support policies for small and medium-sized enterprises: This project is not exclusively for procurement from small and medium-sized enterprises, but products from small and micro will receive a **% price discount during the evaluation. (*) Support welfare units for the disabled and treat them as small and micro enterprises
(c)本项目的特定资格要求：*.*须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
*.*本项目不允许转包。
